New York, (Nabaa Sudan) – The Permanent Mission of the Republic of Sudan to the United Nations in New York issued a press statement protesting the failure of the United States, as the host country, to issue the necessary entry visa in advance to President of the Transitional Sovereignty Council (TSC), General Abdel-Fattah Al-Burhan, and his official envoy, to participate in the 81st session of the United Nations General Assembly and deliver Sudan’s scheduled address on September 24, 2026.
The mission stressed in its statement that “politically linking the granting of visas to bilateral conditions and initiatives — such as making it conditional on accepting the US proposal for a humanitarian truce — contravenes the provisions of the 1947 Headquarters Agreement.”
The statement cited Articles 11, 12 and 13 of the agreement, which require the host country to facilitate and issue visas for entry into the headquarters district without obstruction or fees, while taking into account that the representation of Member States should not be affected by bilateral relations between governments.
The Sudanese mission also called, based on previous General Assembly resolutions, including Resolution 172/80, on the UN Secretary-General to intervene immediately and make urgent representations to the US authorities to ensure that the visa is issued without further delay.
