Livestock Minister Participates in 2026 Global Poverty Reduction and Development Forum, GPPAD Meetings in Beijing

Minister of Animal Resources and Fisheries Professor Ahmed Al-Tijani Al-Mansouri, accompanied by Sudan’s Ambassador to the People’s Republic of China, Omar Issa Ahmed, participated in the 2026 Global Poverty Reduction and Development Forum (GPPAD), held Wednesday in the Chinese capital, Beijing.

The forum was organized by China’s Ministry of Agriculture and Rural Affairs and the International Poverty Reduction Center in China, alongside the first meeting of member states of the Global Partnership for Poverty Reduction and Development and the Forum on Social Mobilization and Community Participation as Pillars of Sustainable Development.

The events witnessed broad international participation, including ministers and officials representing governments, international organizations, and development and research institutions. Discussions focused on ways to strengthen international cooperation in poverty reduction, exchange development experiences, and support partnerships among developing countries.

During the forum, the Minister of Livestock and Fisheries stressed that social mobilization and community participation constitute a cornerstone for achieving sustainable development in developing countries, particularly those emerging from conflict or affected by poverty and climate change.

He underscored that development cannot be achieved through governments alone, but requires effective participation by local communities as key partners in planning, implementation, ownership, and accountability. He noted that development projects succeed when communities are actively involved and fail in their absence.

The minister also reviewed challenges facing Sudan and several African countries, including poverty, unemployment, food insecurity, and conflicts linked to natural resources, affirming that the future of the livestock, fisheries, and agricultural sectors depends on empowering local communities and integrating them into production processes and value chains.

He praised China’s poverty reduction experience as an important global model based on mobilizing rural communities, supporting small-scale producers, building local capacities, and connecting populations to markets, rather than relying solely on infrastructure investment.

The minister further noted that Sudan is working to develop livestock production city projects in several states as integrated development and social transformation initiatives based on community participation, women and youth empowerment, capacity building, job creation, and strengthening local ownership.

He stressed that social mobilization contributes to peace and stability by reducing conflicts over natural resources, creating economic opportunities for youth and women, and strengthening social cohesion.

Participants in the forum also emphasized the importance of the Global Partnership for Poverty Reduction and Development (GPPAD) as a new international platform for enhancing cooperation and exchanging expertise among countries. The partnership’s 2026–2028 action plan was adopted, alongside the launch of initiatives related to transferring China’s poverty alleviation experience and promoting youth participation.

The minister reaffirmed Sudan’s commitment to supporting international efforts aimed at achieving sustainable development, strengthening global partnerships, and empowering local communities as the primary driver of genuine development transformation. He stressed that poverty eradication is a shared responsibility requiring cooperation among governments, communities, and international partners.

During the visit, the Minister of Livestock and Fisheries is also scheduled to hold a number of meetings to discuss cooperation with institutions and companies operating in the livestock sector.
