President of the Transitional Sovereignty Council (TSC) and Commander‑in‑Chief of the Sudanese Armed Forces (SAF), General Abdel-Fattah Al Burhan, stated that the paper submitted by the Quartet through Massad Boulos, U.S. President’s Advisor for Middle East and Africa Affairs, is the worst paper ever presented, as it eliminates the role of the Armed Forces, calls for the dissolution of all security agencies, and allows the rebel militias to remain in their areas.
During his Sunday meeting with senior SAF officers ranked Major General and above—attended by TSC Member and Assistant Commander‑in‑Chief General Yassir Al-Atta; TSC Member and Assistant Commander‑in‑Chief Lieutenant General Ibrahim Jabir; the Chief of Staff and his deputies; the Deputy Director‑General of Police Forces; the Deputy Director of the General Intelligence Service; and a representative of the Joint Forces—Al Burhan explained that if the mediation continues along this path, it will be considered biased.
He added that the U.S. envoy speaks as if he wants to impose certain conditions, warning: “We fear that Massad Boulos could become an impediment to the peace sought by all Sudanese.”
Al Burhan noted that Boulos has accused the Sudanese government of hindering humanitarian convoys and using chemical weapons. He stated: “We tell him that this paper is unacceptable,” emphasizing the need to adopt the roadmap submitted by the Sudanese government. He added: “No one in Sudan accepts the presence of these rebels or that they should be part of any future solution.”
TSC President explained that the statements made by Massad Boulos are nothing but a reflection of the rhetoric of Sumoud, Ta’asis, and the militia, noting that he also speaks on behalf of the United Arab Emirates while attempting to decide the future of the political process, which is a purely Sudanese affair.
