Anthropic Report Reveals UAE-Directed Influence Operation Targeting Sudan and UN Accountability Mechanisms

A report published on Wednesday by Anthropic revealed a United Arab Emirates (UAE)-directed influence operation targeting Sudan and UN accountability mechanisms. The company said it linked the operation, “with a high degree of confidence,” to officials in the UAE government.

The operator of the campaign used the “Claude” model through an artificial intelligence persona it called “Deadshot” on its own platform during hundreds of sessions. It also operated around 300 fake accounts on social media platforms and created a front organization that impersonated a real Swiss organization to publish human rights reports prepared by a UAE government entity. It also impersonated a Sudanese human rights organization to prepare two statements for two individuals to deliver before the 62nd session of the Human Rights Council, with explicit instructions that neither statement should mention the United Arab Emirates.

The operation also included preparing dossiers targeting UN special rapporteurs who had criticized the UAE’s conduct in Sudan, as well as detailed profiles on 18 members of the European Parliament and prominent journalists. Some of the materials were also prepared for direct submission to senior UAE officials.

The report documented a coordinated campaign on June 4, 2026, that used the #SudanIslamists hashtag and nearly identical graphics to link Sudanese Islamists to instability in the region. The company banned the accounts and classified the operation as Category Three, but was unable to confirm whether the statements and dossiers reached the targeted parties, attracted significant public attention, or influenced policies.
