IFAD Begins Regional Review of Sudan Programs Amid Push for Agricultural Recovery

A regional evaluation mission from the International Fund for Agricultural Development (IFAD) has launched a field mission to Sudan from July 5–17 as part of a review of IFAD's operations in eight conflict-affected countries across the Near East and North Africa covering the 2016–2025 period.

Sudan's State Minister at the Ministry of Finance, Mohamed Nour Abdel Dayim, met the mission on Sunday, alongside Acting Undersecretary Dr. Mohamed Ali Juma, Director General of the External Finance Directorate Ikhlas Mohamed Ali, and representatives of the Department and the Central Coordination Unit for IFAD-funded projects.

During the meeting, Abdel Dayim reaffirmed the Ministry's full commitment to supporting the mission by providing all required data and information. He said the war had devastated Sudan's agricultural infrastructure, destroying irrigation networks, roads, and storage facilities, while the combined impact of conflict and climate change had deepened food insecurity and reduced agricultural output.

Discussions focused on adapting IFAD's programs to Sudan's post-conflict realities by revitalizing agricultural production and supply chains, strengthening crop and livestock value chains, and boosting the competitiveness of Sudan's agricultural exports to support reconstruction and economic recovery.

The meeting also emphasized expanding the use of modern agricultural technologies and strengthening IFAD's international partnerships to accelerate agricultural development. Officials highlighted Sudan's long-standing partnership with IFAD, dating back to the 1970s, and called for increased support from the Fund.

Participants further discussed aligning the Ministry's development priorities with IFAD's programs and expanding the organization's role in reconstruction and recovery efforts in conflict-affected rural communities. The government reaffirmed its commitment to the partnership and stressed that supporting vulnerable rural populations remains a national priority.

The five-member evaluation mission is led by Senior Evaluation Officer Paolo Silveri and includes Rami Assaf, Michael Thomas, Damien Robson, and national consultant Yasser Ahmed Abdel Hafeez Omar.
A draft evaluation report is expected in February 2027, followed by the final report in April 2027, before its presentation to IFAD's Executive Board in October 2027.
