A report published by the American security and legal analysis website Just Security states that ending the war and ongoing atrocities in Sudan will only be possible by targeting external sources of funding and arms supplies and dismantling the cross-border regional networks that provide the Rapid Support Forces (RSF) militia with mercenaries and military equipment.

The report, issued by the Reiss Center on Law and Security at New York University, states that restricting diplomatic efforts to viewing the conflict as a bilateral struggle between the Sudanese Armed Forces and the RSF, while ignoring the international actors backing the militia, is the principal reason behind the failure of peace initiatives.

The report warns that Sudan risks becoming an arena for proxy conflicts and geopolitical competition at the expense of civilians.
