The Justice and Rule of Law Conference concluded its two-day sessions on Sunday in Kassala under the theme “Towards a State of Law and Institutions.” The event brought together Minister of Justice Dr. Abdullah Mohamed Dirif, Kassala Wali (Governor) Major General (Rtd) Al-Sadig Mohamed Al-Azrag, and a wide range of current and former senior officials, legal experts, and advisors from across Sudan.
Participants discussed 13 specialised papers addressing key legal fields, legislation, registration systems, and intellectual property. The conference issued 106 recommendations aimed at strengthening the rule of law and modernizing Sudan’s legal framework. The most notable recommendations include:
- Launching popular consultations to define the core principles of the permanent constitution, alongside expert workshops to determine effective constitution-drafting mechanisms.
- Enacting a law to establish a National Human Rights Mechanism with clearly defined mandates, supported by comprehensive human rights legislation and a national strategy.
- Improving legal aid through a dedicated law and aligning trade union legislation with international conventions ratified by Sudan.
- Promoting awareness of union laws and ensuring workers can form trade unions freely and democratically in accordance with national law and international norms.
- Enhancing coordination among judicial bodies by legislating a framework to reduce procedural overlap and activate the Legal Profession Regulation Council. Recommendations also urged closer coordination with the Legal Education Committee to update law school curricula.
- Ensuring compliance with legal opinions issued by the Legal Advisor to protect state interests, while expanding public legal awareness and updating legislation to reflect Sudan’s ongoing political, social, and economic developments.
