The Sudan-Sudan Dialogue Preparation Committee announced the launch of an independent national initiative to facilitate preliminary consultations and create a conducive environment among all political, civil, and community forces inside and outside Sudan, without exclusion.
The initiative seeks to prevent further escalation into armed conflict, end the war, and pave the way for a stable transitional period based on consensus and leading to free and fair elections.
During a press conference, the committee stressed that its role is limited to preparing the ground, facilitating consultations, building confidence, and helping bridge differences, without claiming any representation or mandate beyond what Sudanese people themselves accept, or imposing a predetermined process or agenda.
The committee also emphasized that the state’s role should be confined to providing the necessary guarantees, facilitation, and protection to safeguard the independence of the dialogue and ensure that its outcomes remain exclusively Sudanese-owned, without government intervention in determining the participants, setting the agenda, or shaping the outcomes.
To ensure a safe environment for holding the dialogue inside Sudan, the committee outlined six key requirements and guarantees from the authorities. Chief among them is the suspension of all legal complaints filed by any state institution against Sudanese citizens residing abroad who wish to return and participate in consultations and dialogue, along with freezing all charges arising from such complaints.
The committee also called for all participants to be granted temporary procedural immunity preventing the initiation of criminal proceedings against them from the date of their entry into Sudan until their departure. It further called for protection against prosecution over opinions and positions expressed during the dialogue, the creation of an environment conducive to public freedoms, the securing of dialogue venues and halls, and preventing any attempt to influence the outcomes through the authority of the state.
The initiative called on the international community, regional partners, and brotherly and friendly countries to support confidence-building efforts and respect exclusive Sudanese ownership of the process, without interfering in its proceedings or outcomes.
At the conclusion of their statement, the initiative’s organizers expressed full confidence in the Sudanese people’s ability to overcome the national ordeal, achieve lasting peace, and establish a united and just state that embraces all its people and manages its diversity peacefully.
