Sudan Warns at UN of RSF Rebellion’s Impact on Regional and International Security

Sudan has warned of the serious repercussions arising from the rebellion of the so-called Rapid Support Forces (RSF) militia, including the release of individuals convicted of terrorism-related offences from prisons in the capital, and the widespread proliferation of weapons across a region characterized by porous borders and the presence of active terrorist groups, posing a threat to international peace and security.

This was stated in a briefing delivered by Ambassador Magdi Ahmed Mofadal, Sudan’s Permanent Representative to the United Nations and international organizations in Vienna, before the 35th session of the Commission on Crime Prevention and Criminal Justice on June 1, 2026.

The ambassador noted the militia’s use of mercenaries from the Horn of Africa, the Sahel region, and South America, as well as the rising activity of migrant smuggling networks.

On the other hand, he highlighted progress achieved by Sudan since May 2025 in restoring security and stability, noting that more than four million internally displaced persons (IDPs) and refugees have returned, the government and UN agencies have returned to Khartoum, and the prosecution, courts, police, and prisons have resumed operations in liberated areas. He also pointed to the establishment of integrity, transparency, and cybersecurity authorities.

The Sudanese delegation reaffirmed its rejection of the eligibility of the United Arab Emirates (UAE) to host the 15th United Nations Congress on Crime Prevention and Criminal Justice, citing its military, logistical, and financial support to the militia, and its violation of Security Council Resolutions 1970 and 1593 as well as the Arms Trade Treaty.

The ambassador called on regional and international partners to support recovery efforts and the rebuilding of crime prevention and criminal justice institutions in Sudan.
