Sudanese Passport ‘Tamper-Proof,’ ICAO Membership Boosts Global Trust — Passport Authority Chief

The Head of the Sudanese Passports and Civil Registry Authority, Lieutenant General (Police) Othman Mohamed Hassan Dinkawi, stressed that the Sudanese passport is fully secure and said it meets all local, regional, and international standards, highlighting 13 advanced security features that make forgery or duplication impossible.
He explained that passport production involves complex technical processes that require continuous updates to meet global standards. Dinkawi also noted a strategic step enabling Sudan to register its “technical key” with the International Civil Aviation Organization (ICAO), making Sudan the 94th country to join this global system. This step, he said, enhances the passport’s reliability at international airports without requiring extended verification procedures.
The authority chief announced the launch of a new data center in Port Sudan, designed to improve civil registry systems. He said biometric data, including an updated iris recognition system, has been integrated, along with a hidden chip to secure the passport. These technologies, he emphasized, contribute directly to national security and help curb cross-border crimes and terrorism by providing pre-travel passenger information.
Addressing media claims regarding irregular issuance of national IDs to foreigners, Dinkawi described the reports as “exaggerated” but confirmed that specialized committees are reviewing all records. “Anyone who obtained Sudanese nationality illegally will have it revoked immediately,” he said.
He added that around 71,000 foreigners of Sudanese descent hold nationality under the law permitting dual citizenship. Lists of restrictions and verifications have been updated, with “lifting restrictions” now fully electronic.
On irregular foreign presence, Dinkawi announced the rehabilitation of a large shelter in the Al-Jureif area to accommodate violators pending deportation procedures. Regarding Sudanese nationals in Uganda, he said emergency travel documents were delivered to the Sudanese embassy to facilitate the return of those without official identification.
