Finance Minister: After More Than 40% Contraction, Sudanese Economy Returns to Growth, Inflation Target Set Below 60%

Khartoum, (Nabaa Sudan) – Sudan’s economy has begun moving from a phase of “resilience” to “recovery and reconstruction” after gross domestic product (GDP) contracted by more than 40% in 2023 and 2024, while recording growth of around 1.7% in 2025, according to Minister of Finance and Economic Planning, Dr. Gebreil Ibrahim.

Speaking on Monday at the Sudanese Private Sector Economic Dialogue Conference, attended by representatives of UN agencies, ministers, heads of government institutions, and Sudanese and foreign business owners and investors, Gebreil said the improvement in macroeconomic indicators coincided with improved security conditions in a number of states.

He pointed to a decline in inflation from 176% in 2024 to 99% in 2025, revealing that the government is targeting a reduction in average annual inflation to below 60% during 2026, supported by the improvement recorded in monthly data.

The Finance Minister explained that the economic contraction in 2023 and 2024 was linked to damage to infrastructure, public revenues, and foreign trade, while 2025 marked the beginning of a positive shift in the growth trajectory.

He said the ministry is implementing a package of financial and structural reforms aimed at curbing financial leakages and rationalizing expenditure. The measures include digitizing government payments and receipts and developing invoicing and financial transaction systems, with the aim of improving collection efficiency and strengthening oversight of public funds.

Gebreil stressed that economic recovery requires a strategic partnership with the private sector, which he described as a driver of production, investment, and job creation. He noted that the agricultural sector is at the forefront of promising sectors, benefiting from Sudan’s natural resources and competitive advantages.

He commended the support provided by international development partners, Arab and Islamic countries, and investors who have maintained their presence and continued to support the Sudanese economy throughout the years of war.
