Sudan and Saudi Arabia signed a memorandum of understanding (MoU) in Khartoum on Wednesday to rehabilitate the Khartoum Refinery and establish a new large-capacity refinery in Port Sudan, as part of efforts to strengthen Saudi investment and cooperation in Sudan’s oil sector.
The MoU was signed for Sudan by Mohamed Awad Al-Jak, Director General of Petroleum Facilities at the Ministry of Energy and Petroleum, and for Saudi Arabia by Sheikh Sultan Al-Anazi, CEO of Saudi Twaik Group, authorized by Sheikh Twaik bin Meieid Al-Otaibi, Chairman of the Group. The signing was attended by Energy and Petroleum Undersecretary Ali Abdel=Rahman, the Director General of Khartoum Refinery, and a number of energy and petroleum experts and specialists.
The Energy and Petroleum Undersecretary welcomed Saudi Arabia’s interest in investing in Sudan’s energy and oil sectors, saying the partnership would begin with the Khartoum and Port Sudan refineries, which are planned to have ambitious refining capacities. He directed that all obstacles facing the project be addressed to pave the way for a final agreement and implementation.
Sheikh Sultan Al-Anazi affirmed the Group’s commitment to investing in Sudan, particularly in the oil sector, highlighting its technical and financial capabilities, expertise, and international and domestic partnerships, including experience in establishing and developing petroleum refineries in Saudi Arabia and the Gulf states.
Mohamed Awad Al-Jak said the Saudi group had held extensive technical and detailed discussions with the Sudanese side during its week-long visit, covering the project’s technical and investment aspects and culminating in the signing of the MoU covering the Khartoum and Port Sudan refineries.
Twaik Group operates in several sectors, including contracting, infrastructure, mining, and industrial assets. It includes specialized companies such as Ammar United, which operates in the oil, gas, and refining sectors. Through the partnership, the Group seeks to expand its investments in Sudan and capitalize on promising opportunities in the energy and oil sector.
