Lieutenant General Al-Nour Al-Qubba said that small mobile phones equipped with an encrypted application known as “Al-Toto” were distributed among commanders of operational fronts and units to establish direct communication with the commander and with external entities supporting the forces and overseeing field and logistical operations.
According to the information available to us, he said, the devices are difficult to detect and fully protected against surveillance. He added that Kaykal’s account was accurate, noting that every front or unit commander with a significant operational role carried one of these encrypted phones to manage military activities.
He further claimed that official operational management and troop movements from one front to another were being directed directly from the United Arab Emirates (UAE), where senior Emirati officials operate integrated command rooms responsible for coordinating military operations and issuing detailed instructions regarding battlefield movements, including advances, withdrawals, attacks, and halts.
He also that the main command and operations center in the UAE includes Emirati commanders alongside members of the Dagalo family (“the Dagalo family”), who continue to oversee the movement of forces in Darfur, Kordofan, and Khartoum.
