UNITED NATIONS — Sudan’s representative to the UN Security Council, Ammar Mahmoud, said that all crimes committed by the Rapid Support Forces (RSF) militia fall within both the subject-matter and territorial jurisdiction of the International Criminal Court (ICC).
Speaking before the Council, Mahmoud urged the ICC to expedite the issuance of charges and arrest warrants against the RSF leaders involved, warning that delays in exercising criminal jurisdiction raise serious questions—particularly following the repeated ethnic genocide in El-Fashir since 2023.
He also called for investigations to encompass anyone proven to have supported or colluded with the RSF militia, including leaders, financiers, or regional backers.
