President of the Transitional Sovereignty Council (TSC), General Abdel-Fattah Al-Burhan, has written an article for Foreign Policy magazine titled “How Can Peace Be Brought to Sudan?”, calling for a permanent end to the war and an end to foreign interference in the country.
Al-Burhan said the war has entered its fourth year and, according to the figures he cited, has killed at least 59,000 people and displaced more than 14 million. He pointed to the failure of more than 12 ceasefire attempts and stressed that any future settlement must ensure that fighting does not resume.
Al-Burhan rejected describing the war as a conflict between two factions or a civil war, arguing that what is taking place is an assault on the Sudanese state by the Rapid Support Forces (RSF) militia. He called for the RSF not to be treated as an equal partner to the state or granted legitimacy.
Al-Burhan put forward a plan for a permanent ceasefire and a transition to civilian-inclusive governance. The plan includes removing fighters and weapons from civilian areas, UN oversight of the agreement, and establishing security based on a single national army subject to civilian oversight.
He stressed that a political settlement must come through Sudanese dialogue and that Sudanese themselves should draft their future constitution, leading to free and fair elections under international observation.
With the UN General Assembly in session, Al-Burhan called on the international community to support his plan at the Security Council, cut off sources of funding and supplies to the RSF militia, assist the United Nations in monitoring any future ceasefire, and give Sudanese the space to determine the shape of the next political phase.
TSC President said peace in Sudan must be “made by Sudanese, for Sudanese, and in Sudan,” warning against repeating previous agreements and truces that, he said, failed because they were formulated externally without Sudanese participation.
